Europe experienced widespread relief on Monday, as the crisis triggered by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are conducted: positive announcements are delivered from different nations. Considerable effort is devoted on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is able to track missile launches from enemy soil, a ability provided through current data. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems engaged: multiple launches deployed against a incoming threat. This was a sophisticated defense system at work, presumably supplied through Western nations. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly becomes grim resignation: possibly the approaching threat won't strike its target this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Soon after, a heavy machine gun engaged a drone in the vicinity, part of a mobile-fire group – most likely imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.
With pauses, this continued until dawn. Kyiv faced the daybreak reports: seven people killed, destruction and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period demonstrated Ukraine's vital need on Western support – a dependence that neighboring countries are evidently unprepared to fill in the short term.
Failed Diplomacy
The detailed framework from Washington provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new initiative from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually achieve victory. This trend will, certainly, endure.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a principle well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unrealistic to compel Moscow to relinquish the territory that it presently holds in Ukraine's occupied territories.
The problem is that while acknowledging this situation, American administration does little to deter Moscow, through diplomacy or military means, from assuming that the status quo will not evolve additionally in its benefit in the coming year.
Conflicting Perspectives
Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's government remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding lives and land but preventing a total frontline collapse until conditions improve in its benefit.
Present Conditions
Factually, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a mere seven days to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.
While new plans based on old ideas are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on continued Western support.
